Local Rules and Conditions of Competition
for LAGA Championships (Courtesy of the KGA)

The Rules of the United States Golf Association govern play. See applicable Championship Notice to Competitors and Addendum to Local Rules for additional Local Rules and Conditions. Complete text of Rules and Appendix I may be found in the current Rules of Golf. Unless otherwise noted, the penalty for breach of a Local Rule or Condition is 2 strokes in Stroke play competition.

LOCAL RULES

Out of Bounds:  Defined by the inside edge of white stakes. When out of bounds is fixed by a white line on the ground, the line itself is out of bounds.

Water and Lateral Water Hazard Stakes and Lines:
     Water hazards are defined by yellow stakes or yellow lines. Rule 26-1.
     Lateral water hazards are defined by red stakes or red lines. Rule 26-1.
     When both stakes and lines are used to define water and lateral water hazards, stakes identify hazards and lines define margins. When a lateral water hazard is defined on only one side, it is deemed to extend to infinity. When water hazards and lateral hazards are bounded by out of bounds, the hazard margin extends to and coincides with the out of bounds line.

Ground Under Repair:  
     A.  Areas enclosed by white line with the exception of roads and paths are defined below.
     B.  French drains that are exposed trenches filled with rocks or stones.
     C.  Newly trenched areas and new sod seams. Relief is for lie of the ball only, not stance or swing interference.

White-lined Areas Tying Into Artificially Surfaced Roads and Paths: Have the same status as the roads and paths, that of obstructions (not ground under repair).

Embedded Ball Through the Green:  Local rule in effect.

Integral Parts of the Course: Includes cables, rods, wires, or wrappings when closely attached to trees, liners in bunkers, and artificial walls and pilings when located in hazards, unless otherwise provided for in Notice to Competitors or Addendum to Local Rules.

Temporary Immovable Obstructions:  Appendix I is in effect and includes any temporary obstruction installed for the competition.

Permanently Elevated Power Lines and Cables:  If a ball strikes such a line or cable, the strokes shall be cancelled and the ball MUST be replayed without penalty in accordance with Rule 20-5. If a ball is not immediately recoverable, another ball may be substituted.

Practice at Putting Green of Hole Last Played is Prohibited:  Between the play of two holes or the last hole of the round, a player shall not play any practice stroke on or near the putting green last played.

CONDITIONS

List of Conforming Gold Balls and Clubs:  The ball the player uses shall be named on the current List of Conforming Golf Balls, and clubs the player uses on the List of Conforming Golf Clubs of the USGA.

Limitation on Balls Used During Round: All players must identify their golf ball and the golf balls of their playing partners prior to the beginning of each round. Players may play more than one ball during the round, yet must notify their playing partners of a change of ball.

Pace of Play:  (Rule 6-7, Undue Delay)  Player shall be subject to penalty if he unduly delays play. The Local Rule for Pace of Play can be found at the starting tee or from a member of the Committee.

Late to the Starting Tee:  (Rule 6-3)  If any player arrives at this starting tee after his scheduled time but begins play within five minutes of that time, the penalty for failure to start on time is 2 strokes.  A player is considered to be late if he arrives after his assigned starting time. Arrival after 5 minutes, the player is subject to disqualification.

Communication Devices:  Voice communication devices may not be used by any player during any round (e.g. cellular phone, digital phone, and radios). The penalty for breach is disqualification. Note:  pagers are permitted, but only if set to a silent mode.

Signals for Suspending and Resuming Play:
     A.  Suspend Play for Dangerous Situation - 3 short blasts of siren or horn followed by 1 long blast.
     B.  Suspend Play Other Situations - 2 long blasts
     C.  Resume Play All Situations - 1 long blast.
